Words Have Meaning

And that meaning changes over time. Words to not intrinsically have meaning, they only mean what we say they mean. This is what makes the Oxford English Dictionary so unique – it shows how words are used, rather than stating what they mean.

This is why Originalism is so important. A word like regulated has a different meaning, given the context, and a more prominent context depending on the time and place where it is used.
